PS Torome leads delegation in compiling county governments’ monitoring and evaluation booklet

Government through the Ministry of Finance and Planning is working on a booklet that will offer guidelines on matters Counties and Planning.

Principal Secretary State Department for Planning Saitoti Torome says the booklet is at final stages.

Speaking in Nakuru over the weekend during a workshop with representatives from departments, Saitoti revealed that the booklet is a brain child of various stakeholders in the Finance sector both from governmental and non-governmental.

He noted that the booklet is key especially to the devolved units of governments adding that counties will now have ease in handling matters financial planning and the coming up with County Integrated Development Plan.

“We started this journey sometime back and we are happy that we are almost finalizing the booklet so that it can be launched to aid the counties on matters financial planning|” said Torome.

The booklet which will be launched early next year, financial experts point out that will be key in aiding the new county officials once in office hence seal the gap that has always been experienced in the past.

Benson Kimani from Directorate of Economic Planning says the counties for the first time will have an aid manual when it comes to financial planning.

“This is a key step in matters financial planning and we hope once the booklet is launched, the counties will embrace the same” he said.

Similar sentiments echoed by Ms Maureen Kenga from the Department Coast Region.

According to her, apart from the County officials, the booklet once launched can be used by citizens, as well as the County assembly members in monitoring matters finance.

“The booklet can be used by citizens as well as county assembly members especially on monitoring financial expenditure” said Kenga.

 

 

Dr Mbae castigates Kuria East MP over proposal to have additional counties

Leadership and Governance Consultant and Executive Director of Centre for Governance and Conflict Prevention (CGCP) Dr.Peter Mbae has faulted he proposal by Kuria East MP for additional counties.

In a statement to newrooms, Mbae said  the proposal is ill advised and unnecessary.

“It is unfortunate we still view counties as conclaves for ethnic and sub ethnic groups.” he said.

According to him, there is already enough problems with the current counties hence no need for more.

He pointed out that the formula of the 2010 current counties is itself controversial where we have a County with two, three or four Constituencies, making them unsustainable, always begging national government for basic needs.

Mbae called on Law makers to ensure proper laws on revenue allocation towards counties.

MCA questions Treasury’s move to slash county funds

Kabazi Ward MCA Dr.Peter Mbae  has told off Treasury over move to try and slash  County funds under the guise of fighting COVID-19.

Dr.Mbae who is also  member Budget committee at  County assembly of Nakuru says the move will deny counties the capacity to fight the  disease.
The vocal Nakuru MCA adds that such a move will ‘kill’ over 800,000 Ward development projects across the County.
It should be noted the projects  are at the tail end of procurement and due to be done by June this year.
“The Treasury should use billions given by donors and secured in the Supplementary budget. We should never use the disease to kill devolution and deny rural people crucial projects” said Mbae.
He cited Nakuru County budget as a good example to be emulated after the MCAs made sure they  secured the projects back and looked for COVID-19 money elsewhere.
According to Mbae,the only connection wanjiku has with all the levels of leadership are the development  projects.
The Kabazi MCA expressing his concerns that the  National gvt has never embraced devolution since 2013 and has been looking at every opportunity to kill counties so they can take over the whole nation.
“Going forward, we need national leaders with a commitment to enable and empower devolution” said Mbae.
