Counties in crisis as treasury delays release of funds

A month to the end of the 2019/2020 financial year, the national government is yet to release the last bunch of its disbursement to the county governments.

According to Vihiga Governor Wilbur Otichilo, most functions within county governments are nearing a halt due to lack of funds.

He said that the national treasury is yet to release Ksh 85 billion to devolved units something he says is derailing the war on corona virus.

Otichillo blamed the controller of budget for delaying the clearance  of the funds to counties.

Development projects which had been budgeted for completion this financial  year might stall due to lack of funds.

Delayed release of funds by the national treasury has seen most counties forced to return money to Nairobi after failing to utilize the funds due to the bureaucracy in procurement in government.

Most counties are yet to pay April salaries to their workers

The worst hit functions are garbage collection and healht services.

Council of Governors Chairperson Wycliffe Oparanya said that the war on corona virus might be hampered should the national government continue delaying the releases of the funds.

The situation might get worse in the coming weeks after health care workers across the country threatened to down their tools over what they termed as poor working conditions.
