Devolution working despite challenges,say Nakuru opinion leaders

Since inception, Devolution Has played a big role in shaping the country despite a few challenges here and there.

According to Nakuru West Parliamentary aspirant and scholar Engineer Victor Ngatia,the current system of Governance where services are brought down to the common mwananchi cannot be compared to the past.

‘I think the best thing that has ever happened to this country is devolution….devolution has brought a lot of development but we have a challenge that in the event we do not watch keenly then I think we shall be playing round ball” he said.

While citing the frequent wrangles between the County Assembly of Nakuru and the Executive, Engineer Ngatia said such has been a challenge in ensuring development to the people of Nakuru and should be addressed.

According to Ngatia, Devolution is best if there will be effective people elected in the county to run the counties and ensure the common citizens feel the fruits of devolution.

“Devolution is the best thing for me 100% and I think what we need is to put in the right people to manage the counties” said Ngatia.

Similar sentiments were echoed by Masese Kemunche form Centre for Enhancing Democracy and Good Governance-CEDGG.

Masese says despite the counties struggling to ensure devolution works there has been challenge in terms of mechanisms and legislation citing the law on public participation.

“We have had opportunities for public participation but it has been minimal……what we are seeing counties trying to do is to meet the two third gender rule although not perfect. There is more that needs to be done” said Masese.

Masese also called on the National Governmnet to ensure that the disbursement of funds to counties is done on time to avoid services being delayed to the citizens.

Governors have been faulting the National Government for delaying disbursement of funds of devolved functions hence paralyzing service delivery.
